2021年，在党中央和南通市委市政府的坚强领导下，南通取得了疫情防控和经济社会发展双胜利，2021年南通市地区生产总值突破1.1万亿元。我们持续推进科技创新，各项指标实现了“十四五”的开门红：南通市全社会研发投入占地区生产总值比重2.65%，高新技术企业2370家，万人发明专利拥有量达40.05件，高新技术产值占规模以上工业产值比重达48.08%。我们继续优化完善人才政策体系，设立了海外高层次人才引进补贴专项；出台了支持引进外国人才便利化措施，在江苏省率先实现外国人才工作许可全流程“不见面审批”；南通首次作为候选城市入围科技部“魅力中国—外籍人才眼中最具吸引力的中国城市”。大道不孤，天下一家。这些亮眼成绩的取得，凝聚着在通外国专家的努力和智慧，也离不开广大外国专家与国际友人的参与和支持。
