据悉，美国海关出台新规定，给ISF申报主体下新定义，这将改变现有的海关申报模式！

“进口商安全申报(ISF)扩大进口商定义，2018年12月17日正式实施！”

据美方最新消息，最近美国海关更新了对ISF进口商的定义，ISF-5申报从2018年12月17日开始正式实施！

早在2016年7月，美国海关就发布了FROB、IE、T & amp有人建议重新定义与E货物、进入FTZ/CBW的货物有关的ISF进口商。

最终，该提案于2018年4月获得通过，正式成为新条款！

新规则如下：

*对于FROB货物，根据新规定将ISF进口商定义为船运公司(carrier)/NVOCC。

* IE和T & amp对于E进口货物和要交付FTZ/CBW的货物，新规则定义ISF进口商不仅可以包括承运人/NVOCC，还可以包括货物的所有者、买方、收货人或执照申报单。

本规则适用于FROB商品、IE和T & amp仅适用于进入E商品或保税区(FTZ)或海关保税仓库(CBW)的货物。

FROB货物是指不在美国港口卸货，但在美国任何港口停靠时留在船上的货物。

根据这一变化，美国海关将进口商定义为承运人或NVOCC。运送货物的进口商现在和未来都要为FROB货物进行ISF5申报！

这条新规则已于2018年12月17日开始生效。

如果你是NVOCC，货物运输目的地最终不是美国港口，但在卸下货物之前，船只将悬挂在美国国内港口。或者，如果美国应对方负责进口准备，此时应联系相关船舶公司，确认此次政策的修正船公司对ISF5申报是否有变化。船主有可能将申报的责任转移到NN。

据悉，目前有几家船舶公司要求NVOCC对FROB货物进行ISF 5申报！
